Pravo sudjelovanja kao voditelj autorske grupe imaju sve stručne fizičke osobe sa diplomom arhitekta ili adekvatnom kvalifikacijom iz bilo koje od europskih zemalja, a u slučaju da nema europsku kvalifikaciju treba biti član stručnog tijela u nekoj od europskih zemalja. Koautori moraju imati diplomu ili adekvatnu kvalifikaciju iz bilo koje od europskih zemalja. Suradnici ne moraju imati kvalifikaciju. Stručnost je zadovoljena kada je najmanje jedan autor ovlašteni arhitekt, ili ovlašteni arhitekt-urbanist ili dipl.ing.arh. Svi članovi autorske grupe moraju imati manje od 40 godina na dan predaje natječajnih radova.
Početak natječaja: ponedjeljak, 28. veljače 2011. godine
Rok za postavljanje pitanja natjecatelja: petak, 13. svibnja 2011.godine
Rok za registraciju autorskih ekipa: petak, 10. lipnja 2011. godine
Rok predaje natječajnih radova: četvrtak, 30. lipnja 2011. godine
Natječajne podloge mogu se naručiti i dobiti na web stranici www.europan-europe.com. Nakon što natjecatelji ispune online obrazac i uplate 100€ na račun EUROPANA Europe (dostupno na www.europan-europe.com), dobit će pristup ftp serveru sa kojeg mogu skinuti digitalne natječajne podloge.
Ako do određenog roka prispije najmanje četiri (4) rada koja su stručno izrađena i odgovaraju Uvjetima natječaja, Ocjenjivački sud se obvezuje dodijeliti sljedeće nagrade u točnom neto iznosu i rasporedu kako slijedi:
I. nagrada 12.000,00 €
II. nagrada 6.000,00 €

FOR ELABORATION OF A PRELIMINARY URBAN AND ARCHITECTURAL
DESIGN FOR " CENTRE BEHIND THE CITY" IN DUBROVNIK,
as part of the Europan 11 international competition
I. GENERAL TERMS OF THE COMPETITION
1.1. The INVESTOR and ANNOUNCER of the competition is the CITY OF DUBROVNIK, Pred Dvorom 1,
20000 Dubrovnik, represented by the Mayor of Dubrovnik mr.sc. Andro Vlahušić, MD
1.2. The ORGANIZER AND IMPLEMENTOR of the competition is EUROPAN Hrvatska, c/o Ministry of
environmental protection, physical planning and construction, Republike Austrije 20, Zagreb, represented
by the President BORKA BOBOVEC, MSc (Arch).
1.3. PERSON IN CHARGE OF COMMUNICATION WITH THE COMPETITORS is Iva Bedenko, architect.
1.4. TYPE OF COMPETITION
international, public, open and anonymous urban and architectural.
This competition is international, and is implemented within the Europan 11 programme, as one of the 47
sites, simultaneously launched as part of international competition Europan 11 in 17 countries, 16
members of the EU and Croatia as the only non-EU member.
1.5. COMPETITION TOPIC
Concept design for " CENTRE BEHIND THE CITY" in Dubrovnik
1.6. The PURPOSE and the GOAL of the competition is to obtain the best urban and architectural design for "
CENTRE BEHIND THE CITY" in Dubrovnik, that can be used for elaboration of the Detailed plan of the
area.
This competition is announced pursuant to the stipulations of the Public Procurement Act (OG nr. 110/07,
125/08), Rules of the Europan competition (available from February 28th on www.europan-europe.com),
and the Regulation on Competitions in the Field of Architecture and Urban Planning (14 May 2005, OG
nr. 112/06) of the Croatian Architects' Association and the Department of Architecture of the Croatian
Chamber of Commerce.
1.7. Europan 11 is open to any team consisting of an architect in partnership or not with one or more
professionals in the same or other disciplines (architects, urban planners, landscape architects,
engineers, artists, etc.). Associates are young professionals with a qualification from a European country
in any of the relevant disciplines, regardless of nationality. The only compulsory requirement is a diploma
from a European university or school. Membership of a European professional body is optional, except in
the case of associates without a European qualification.
All team members (team leader, associates, contributors), whatever their profession, must be under 40
years old on the closing date for submission of entries (see timetable).
1.8. The members of the Jury, their deputies, consultants, the members of the Technical Committee, the
composer of the competition programme as well as their close relatives and collaborators cannot
participate in this competition.
Every competitor, whether an individual or a group, may participate in the competition with only one work
1.9. The call for proposals and the results of the competition shall be published in Electronic Bulletin for Public
Procurement in the Official Gazette, on the web page of Europan Europe (www.europan-europe.com) and
Europan Croatia (www.europan.hr), and in ˝Vjesnik˝,
1.10. THE LANGUAGES OF THE COMPETITION are Croatian and English, according to the Rules of the
Europan competition.
II. DOCUMENTATION
The announcer of the competition makes available to the competitors the following documentation:

1. a detailed analysis of the regional and urban context, role of the town in national and regional policies
2. a detailed analysis of the urban context of the study site: role of the study area in municipal policy, with
information on the objectives of municipal planning

5. a programmatic framework (planned transportation networks, public and private spaces to be built and/or
upgraded, with assumptions about planned functions and/or dimensions, objective for public spaces, objective for infrastructures, and detailed explanations of the choices of developers for each aspect of the programmes).

Emphasis on programmatic questions regarding mobility, functional mix, on sustainability, new public spaces.

2. 1 map on regional scale (urban geography) or urban scale (conurbation) with a graphic scale (between 1:50,000 and 1:20,000) showing the major features (buildings, networks and natural features) that structure the area.

The competition documents are available in digital form on the web page www.europan-europe.com.
III. TIME LIMITS
.
3.1. The competition begins, to the Rules of the Europan competition (available from February 28th on
www.europan-europe.com), and the Regulation on Competitions in the Field of Architecture and Urban
Planning (14 May 2005, OG nr. 112/06) of the Croatian Architects' Association and the Department of
Architecture of the Croatian Chamber of Commerce, on Monday, February 28th 2011.
3.2. Teams are required to register through the European website: www.europan-europe.com. Each team
must make an online payment of €100. Payment is confirmed within a maximum of 48 hours. The team is
then sent a receipt, along with a login and password, which enable the team to access its personal area
on the website and to download the complete site folder for its selected site.
3.3. Closing date for submitting questions about the sites is on Friday, May 13th 2011
An online FAQ forum is set up on the European website.
Closing date for grouped answers about the sites is on Friday, May 27th 2011
The answers will be published on the Europan website.
3.4. Closing date for registration is on Friday, June 10th 2011, Closing date for submitting entries is on
Thursday, June 30th 2011 before 16:00h in the Europan Croatia secretariat, c/o Ministarstvo Ministry of
environmental protection, physical planning and construction, Republike Austrije 20, Zagreb, Croatia.
The deadline for competition entries sent by regular mail or by any other means is Thursday, June 30th
2011 at 24:00.
Closing date for receipt of entries sent on June 30, 2011 by express delivery or by post is on Friday, July
22, 2011
3.5. The jury meets in two separate sessions: first on October 1st 2011, and second on November 19th
2011.
3.6. The competition results shall be published on Thursday, December 15th 2011, on the www.europaneurope.com website and in Vjesnik, and delivered to all competitors by e-mail.
3.7 The exhibition of competition works shall be held after the results have been made public. All competitors shall be informed about the date and the venue of the exhibition by e-mail, and the public will be informed through Europan Croatia web page.
IV. PRIZES
4.1. The Jury shall award the following prizes in the net amount and in the following order:
First prize 12000 €
Second prize 6000 €
4.2. The authors of proposals that receive an honorable mention do not receive prize money. The jury can
distribute prizes among entries up to his will and can decide not to award all the prizes. In this case, the
reasons will be made public.

VI. CONTENT OF THE COMPETITION ENTRY
In accordance with the enclosed Programme and the Conditions of the Competition, the competitor shall elaborate a preliminary urban and architectural proposal which includes the following enclosures:
Three A1 boards containing:
1. - board 1 explains the urban ideas developed in the project with reference to the concerns of the city and the thematic orientations of the proposal.
- boards 2 and 3 present the project as a whole, highlighting the architecture of the project, and more particularly the relationship between the new developments and the site’s existing context, including cross sections and threedimensional representations of the project.
All graphic and descriptive documents must have a graphic scale.
- Digital document
The digital document is in horizontal A3 format (420mmx297mm).
The document is composed of a maximum 7 pages , explaining the content of the project by using texts, schemas and/or drawings
The document texts are in the language of the country and in English, or in English alone.
VII. EVALUATION CRITERIA
Besides respecting the competition requirements (as far as the content, deadlines and obligatory
supplements), the Jury shall take into consideration the following elements in evaluating the entries:
During its first session, the jury assesses projects on the basis of:
- their conceptual content,
- the degree of innovation with which they address the overarching Europan theme, European urban
quality and the new challenges of urban sustainability.
During its second session, the jury assesses projects on the basis of:
- the relationship between concept and site;
- their relevance to the questions raised by the topic and in particular to the issues of sustainable
development;
- the relevance of their programme to the general brief for their specific site;
- their potential for integration into a complex urban process;
- the innovative nature of the proposed public spaces;
- the consideration given to the connection between housing and other functions;
- their architectural qualities;
- their technical qualities.
VIII. FORMAT OF THE COMPETITION ENTRY
8.1. Three A1 boards, format 594 mm x 840 mm, consisting of graphic documents mounted on flat, stiff, light, strong backings.
8.2. All graphic supplements shall be submitted flat and not backed with paper in a sealed envelope.
8.3. The team must choose a specific code. This code is entered in a horizontal box in the top left-hand corner of each document. It consists of 2 letters of the Roman alphabet followed by 3 numbers. The boards
should be laid out vertically and numbered 1 to 3 in the top right corner of the board.
8.4. A sealed A4 (210 mm x 297 mm) envelope contains the documents needed for the disclosure of names and verification of the validity of the proposals.
This envelope contains:
1- The team’s online ID form, included in the team's individual page on the website. This must be printed,
completed manually for the code and signed for the author's declaration and acceptance of the competition rules.
2- For the team leader, a photocopy of his or her European architect's diploma or proof of status as an
architect under the law of a European country.
3- For every associate, whether as an architect or in another discipline, a photocopy of his or her
European qualifications or, in the absence of such a qualification, their architect's status under the law of a
European country.
4- A photocopy of an ID document with picture of team leader, each associate and each contributor,
providing evidence that they are under the age of 40, whatever their profession.
IX. FINAL PROVISIONS
9.1. By submitting their work, the authors accept the Conditions of the competitions, the public exhibition of the work and its publication.
During the competition, the competitor is obliged to keep his/her work anonymous until the results are
announced.
9.2. The competitors may use the graphic documentation enclosed to the competition bases only for the
purpose of elaboration of the competition entry.
9.3. The following entries shall be excluded from this competition:
- the entries submitted after the deadline from the Item III./3.4.
- the entries which do not contain the supplements from the Item VI.
9.4. The competitor is the author of the competition entry and holds all copy rights related to his work. By
giving away the award, the announcer of the competition acquires ownership only of the exemplar of the
entry in question.
9.5. Following the competition, and regarding its investigate character, the investor doesn't have an obligation towards the authors of the winning entry. The winning entry can be used as a basis for Detailed plan, in which case the Investor will ensure that the winning team is involved, pursuant to the regulations of
Republic of Croatia.
9.6. After the completion of the competition, the announcer shall present the entries in the following way:
- in Electronic Bulletin for Public Procurement in the Official Gazette, on the web pages of Europan
Europe (www.europan-europe.com) and Europan Croatia (www.europan.hr), and in ˝Vjesnik"
- with public exhibitions and press conferences
- The Protocol of the Jury on the Results of the Competition
9.7. The announcer and the implementor of the competition are not liable for any damage of competition
entries as a consequence of a regular work done by the Jury and mounting the exhibition of competition
entries.
9.8. This competition is announced pursuant to the stipulations of the Public Procurement Act (OG nr. 110/07,
125/08), Rules of the Europan competition (available from February 28th on www.europan-europe.com),
and the Regulation on Competitions in the Field of Architecture and Urban Planning (14 May 2005, OG
nr. 112/06) of the Croatian Architects' Association and the Department of Architecture of the Croatian
Chamber of Commerce to which all participants of the competition must adhere
The registration number of the competition is issued by the Competition Committee: 118-11-DU-UA.
9.9.. All possible conflicts which may arise from this competition shall first be settled by an agreement or
arbitration. In case they are brought before the court, they fall under the jurisdiction of the Municipal Court
in Zagreb.
